Thanks for the insight, Mr. Pompey. My understanding is that there are also zoning codes that will need to be changed for development on the little league site down the street from Lents Park. As you say, it is a hurdle, but probably one that will be dealt with if/when this all happens.

A minor detail on the Lents site (warning: zoning jargon to follow). It is zoned Open Space. A new ball park is classified as a Major Event Entertainment use by the City Zoning Code. Major Event Entertainment uses are prohibited in Open Space zones, which means no variance no exceptions. Not a great situation but the Council can make exceptions by ordinance, essentially changing the law for that particular site. The zoning code has not stopped Commissioner Leonard in the past.
